Mayoral Candidates
Jim Harrison
PERSONAL BACKGROUND
I was born and raised in Brighton and graduated from E.N.S.S. I have 2 university degrees, a Bachelor of
Science and a Masters in Education.
I worked for 35 years in the education field, serving most of those years as a Principal at a local elementary school and have been retired for several years.
I have farmed beef and cash crops in Murray ward for decades and continue to do so.
My wife Jane is a retired elementary school teacher and we have a son and daughter along with six grandchildren.
PAST POLITICAL EXPERIENCE
Past councillor and current mayor of the City of Quinte West.
Serving on several committees, including all city committees and the Lower Trent Conservation board.
Have been a member and a President of the Ontario Good Roads Association and in the past served several
years on Murray Township council, including some as Deputy Reeve.
WHY ARE YOU RUNNING FOR THIS POSITION?
The City of Quinte West is doing wonderfully and I certainly won’t take all of the credit for that. Our growth and vitality is occurring because of people working together, because of our council working together.
Past Quinte West councils and citizens laid some solid groundwork for us.
I’m proud of the accomplishments that have occurred under my watch as mayor.
These include the expansion of the Trent Port Marina docks, an almost finished new fire hall for Trenton ward,
the new consolidated Operations (public works) Centre, wastewater treatment improvements in Montrose, and new ball and soccer fields with new lighting.
A new OPP headquarters and a much needed regional hospice for local families is in the works.
In the new term as mayor, I hope to continue to press for ongoing infrastructure improvements, to continue beautification of the downtowns of Trenton and Frankford, improve and build walking and cycling trails, keep upgrading rural roads, work toward a civilian air terminal at CFB Trenton and advocate for better access to high speed internet everywhere.
And there’s lots to do as far as health care and affordable housing is concerned. We will continue to keep Trenton Memorial more than just viable and keep pushing for a dialysis clinic. A community health hub is definitely on the way near the hospital and we’ll keep working to attract more doctors
to the city and make sure we have the space for them to work out of.
I’d like to put the city-owned College Street School property into use for seniors housing and we need to make it convenient to create small
apartments or flats in existing houses.
I’ll continue to work closely with our neighbours, Belleville, Brighton, Stirling-Rawdon, and Prince Edward County.
Together we are stronger.
Duncan Armstrong
PERSONAL BACKGROUND
I am a long time resident of the City of Quinte West and a retired Trenton High School teacher. I am married to my loving wife Cathy, also a teacher of over 30 years at Murray Centennial Public School.
We have 2 daughters, Charlotte, a teacher at Murray Centennial, and Amy, a Naturopathic Doctor. I am a proud grandpa to Nora and Fletcher.
I was raised in a military family and my father was killed in the line of duty in 1969 while serving as a member of 424 Search and Rescue Squadron.
My favorite pastimes are spending time with my grandchildren , playing drums and harmonica with local groups, volunteering for the Trenton Memorial Hospital Foundation and local service clubs. And I don’t miss many city events or sporting events.
PAST POLITICAL EXPERIENCE
City of Quinte West councillor for Trenton Ward from 2014 -2018. I led the polls in the ward.
WHY ARE YOU RUNNING FOR THIS POSITION?
I’m known as Mr. Everywhere by many people on social media and I love the City of Quinte West.
I think of myself as a “worker not a shirker!” I believe I’ve lived up to that claim.
Examples include my relentless pursuit to bring the community together to win the prestigious Kraft Celebration Tour
in 2012 resulting in Quinte West being featured on TSN and on commercials during the Stanley Cup Play-offs.
Also, I was instrumental in fundraising for the Hugh O’Neil Friendship Garden near the marina.
As Mayor of Quinte West I will work at least as hard, and likely harder than I have been. I’ve established
good relationships with countless people throughout Quinte West and the Quinte region.
My friends and acquaintances also include several from 8 Wing Trenton.
I have an excellent relationship with city staff and that’s very important for the leader of council, because
being mayor is a full-time job. I’m impressed with our staff and we share a common forward-thinking vision
working toward making Quinte West the best place to invest in in the region.
People know me, know I’m approachable and am working hard on their behalf. I will do my best for the taxpayers no matter the day or time of day.
I have a deep respect for the democratic process and treat people fairly. I don’t like to play favourites, and that’s an important quality for a mayor to have.
I will listen to the people. The residents will shape my election platform.
I’m ready to to take on the duties and responsibilities of the City of Quinte West and I trust the taxpayers will agree.
Trenton – Ward 1
Paul Bordonaro
PERSONAL BACKGROUND:
I am retired. I am presently single and have 2 sons and 9 grandchildren. I sold a successful business in Toronto. Most of my working career was mainly focussed in the entertainment industry. I was a professional musician at the same time I worked in the record business. I’ve worked on a couple of television shows both behind the scenes and occasionally on camera. I was a freelance photographer in the 1990’s photographing events and many celebrities including Joan Rivers, Shawn Lennon, Yoko Ono, Madonna and Dan Aykroyd to name a few. I managed several movie theaters in Toronto and eventually owned and operated the Bloor Cinema, a family business. In 2011 we sold the building and business to Hot Docs, the biggest documentary film festival in North America.
I moved to this area, that I love, about 5 years ago. I have been coming to this area for over 40 years, to a family cottage we still own on Weller’s Bay. My residence is in Carrying Place where I enjoy gardening, a passion I carried forward from Toronto, where I had an award winning garden. I also own a house in Trenton that I rent to a family with 8 school aged children. I bought this house specifically for this family so they could all live under one roof.
PREVIOUS POLITICAL EXPERIENCE:
Over 30 years ago I wrote a report on the homeless that I prepared while I was chairman of a non profit group in Scarborough. This report, at no cost, was enthusiastically accepted by the Ontario Minister of Housing, the Honourable Alvin Curling. We have been trying for over 30 years to address the issue of the lack of affordable housing and it’s about time we start building as many units as needed and stop procrastinating. Waiting times should be reduced to a matter of weeks or months, not the present, unacceptable 7 to 10 years.
While volunteering in Scarborough, I had many communications with 3 different mayors. I made it clear at the time that Scarborough was a bedroom community and needed more jobs. I identified that the city had only 63 jobs per 100 working people. This was the worst record of all of Metropolitan Toronto. Other municipalities had 88 to 96 jobs per 100 working people. This issue was addressed over the years. I am on record saying we should have built the Scarborough subway instead of the present light rapid transit that was completed in 1985 and is now going to be replaced with a continuation of the subway line. I am also on record saying that we should not have used public money when the Toronto Dome Stadium was built. It cost $600million to build and later sold to Rogers Communications for $25million.
In the 1980’s I consulted with the Ontario Attorney General in regard to family law which was being reformed at the time. In 2008 I was at Queens Park where I attended an Ontario Lottery Corporation board meeting with a friend of mine who was a well respected MPP in the late 1950’s to the mid 1960’s and a lawyer for 50 years My friend was explaining, to the board, the best methods to write legislation. When my friend passed away in 2010, I was invited to Queens Park. A member from each political party spoke honouring his achievements.
WHY ARE YOU RUNNING FOR THIS POSITION?:
I am running in this election because I believe I can make a difference. I have a past proven record of sound judgement both in business and politics. I have a good understanding of management, finance and the rules and conduct of meetings. I work well with others. I am a very motivated person and I like to get things done in a timely fashion. I am a big believer in public consultation. I would respect and support the voice of the people with every decision I make. I believe I can achieve positive results if I’m part of the team at City Hall. I am retired and can commit myself fulltime.
Andre deVries
PERSONAL BACKGROUND:
I am a lifelong resident of the Quinte area, and have been married to Anita for 29 years. We have 2 married children and 1 granddaughter, who all reside here in the Quinte area.
Anita and I each own and operate a small business out of an office that we own in down town Trenton.
I am an active member of our church, cherish time with family, and enjoy boating and recreational hockey.
PREVIOUS POLITICAL EXPERIENCE:
NONE
WHY ARE YOU RUNNING FOR THIS POSITION?:
I have always been interested in the workings of our local municipal government. I believe that the current and past councils have done a very good job of managing Quinte West, and I would like to contribute by using my gifts and skills to better my community.
“Devoted to Community and Dedicated to Progress” is not just my campaign slogan but the summary of why I am running for a Councillor position.
Our family has been blessed in that our children –after completing their University education -made the Quinte area their home. I want to ensure that Quinte West has the facilities, services and opportunities to retain and attract people to our area.
To accomplish this goal, Trenton Memorial Hospital needs to be a full service facility and the current Doctor Recruitment initiative needs to be sustained. We need a healthy and vibrant down town area. In addition, adequate rental housing – as well as accessible and affordable seniors housing – needs to be available. These goals combined with keeping taxes affordable and water and sewer rates in line, is essential.
I want to work to make Quinte West the best place to live, work and raise a family.
Sally Freeman
PERSONAL BACKGROUND:
My name is Sally Freeman, I am running for Councillor in The City of Quinte West. Trenton Ward 1
I have lived in Trenton for just over 40 years We raised two children here. I was a Real Estate Agent for 17 years. Then I worked at Leon’s, as a salesperson in the furniture department for 10 years. I was very fortunate with both of those jobs. I made many wonderful friends, both with co-workers and customers.
My hobbies vary from season to season. I love to walk and golf and started snowshoeing this past winter and plan to continue in order to enjoy the beauty in this area.
PREVIOUS POLITICAL EXPERIENCE:
I first ran for Council in the mid nineties and was successful. I then ran for Mayor in the newly amalgamated City of Quinte West and wasn’t successful. I have been part of every Council since then.
WHY ARE YOU RUNNING FOR THIS POSITION?:
I love this community. I got involved with politics first with the successful fight to save Trenton Memorial Hospital.
Over the years we have changed this city in many wonderful ways. Such as, new City Hall and Library, Downtown Revitalization, the YMCA, Public Works Operation Centre, Transit system, Marina, Firehall, and soon OPP station.
I want to continue to work with all levels of government for funding for the necessary infrastructure, roads, water and sewer upgrades, Emergency Services, and an expanded bus service to include all of Quinte West. This will prepare our city for the growth that has begun and attract more business and provide even more needed jobs.
I want to continue to fight for necessary services at TMH, including a much needed dialysis unit and continue to recruit doctors to our city.
Council recently purchased an old school on over 4 acres of land in Trenton and we are working with the County of Hastings, to use this area for desperately needed, senior and non profit housing.
There is always more to be done, and I’m ready to work hard for the next four years.
Stuart Gilboord
PERSONAL BACKGROUND:
The high lights include:
– 20 years working in television
– 2 books of short stories and 3 movies to my/our credit
– 40 years working with single parent and blended families
– 25 years experience as a family counsellor
– 3 years experience in family/elder mediation (associate of Mediation Center of South-Eastern Ontario)
– 4 years supporting children and families in family courts across southern Ontario (including provincial level Child and Family Services, hospital & Police Service Review Boards)
PREVIOUS POLITICAL EXPERIENCE:
– Active at all levels of politics since 1990
– Voting delegate at federal and provincial levels
– Vice-Chair of ONDP Eastern Council
– Frequent attendee and Public Input presenter at Quinte West City Council
WHY ARE YOU RUNNING FOR THIS POSITION?:
Its my turn to become active on City Council in order to bring about action on behalf of our residents and businesses.
For several years I attended city council. Talking for 2-3 minutes during Public Input is not enough!
I challenge the information presented and the vague claims made during presentations.
Some current council members rarely, if ever, ask a question of the presenters. They just sit there and smile.
Hastings County made a presentation to install fibre optics into every Q. W. home at a cost to us of half a million dollars and pointed out that we were the highest users of Internet in Eastern Ontario.
During Public Input I challenged the logic of this unnecessary and very expensive Internet service upgrade for all homes. I suggested and supported the idea that industrial parks, large businesses and government might need the upgrade. The military base was probably the reason for the high Internet use in our region.
Dangerous jutting curbs are a traffic / road hazard for all vehicles.
Crumbling sidewalks are increasingly becoming dangerous for assisted walkers and wheelchairs as a number of downtown residents have complained to me.
YOUR Concerns are MY Concerns
Mark Kennedy
PERSONAL BACKGROUND:
I was born, raised and have lived my entire life in Trenton (Quinte West). I am 50 years old. My family has lived in Trenton for several generations. I am a two times college graduate. I worked for Quinte Broadcasting for 14 years including eight years as the Morning Announcer for 1270 CJTN the Trenton radio station. I currently work for Maxama Protection and have worked in the security field since 2006. I enjoy spending time with my girlfriend Lee and our families. I am a Photographer and enjoy playing golf in my spare time.
PREVIOUS POLITICAL EXPERIENCE:
I have no previous political experience but I am excited for the opportunity to serve my community.
WHY ARE YOU RUNNING FOR THIS POSITION?:
I love my hometown and I believe in giving back to the community. I want to help shape the future of our city while at the same time meeting our immediate needs. Attracting well paying jobs is never easy but must be a priority. So many people in our city are well-educated and willing to work to support their families but are finding it difficult in low earning jobs. We must continue to preserve and protect the services at Trenton Memorial Hospital. Public transit has been a success but needs to be expanded both in area covered and in hours of operation. Council should strive to provide more affordable housing for both seniors and younger adults. Improving city infrastructure is always an ongoing issue and must continue to be a priority. Public safety is also something I feel strongly about. We need to find ways to lower accident rates within the city and improve traffic flow at peak times. There should be continued beautification of our green space. As a new voice for Trenton Ward I want all residents to feel they can reach out to me with any concerns or issues and I will work hard to assist them.
Michael Kotsovos
PERSONAL BACKGROUND/FAMILY/JOB/HOBBIES:
I earned my degree from the University of Guelph in 2003. Other than the 4 years spent at school, I have lived in Trenton my entire life- playing sports, volunteering and operating a restaurant.
My father and mother started Jim’s Pizzeria. With their guidance, my brothers and I have helped grow the family business into Tomasso’s Italian Grille. My parents have taught me the importance of community involvement and forming lasting partnerships.
My wife is a Special Education teacher at St. Peter Elementary School. We have two children, a daughter and son in grades 7 and 5, respectively. Having their support has allowed me to follow my passion for public service and become a Councillor for the City of Quinte West.
PREVIOUS POLITICAL EXPERIENCE:
I successfully ran for council in 2014. Currently, I am seeking re-election.
WHY ARE YOU RUNNING FOR THIS POSITION?:
Being an active member in the community has always been important to me. In 2014 I was elected to city council, and therefore, able to serve the residents of Quinte West in an official capacity.
During my tenure, I have always made decisions with Quinte West’s best interests in mind. I have based my conclusions on how each proposal would benefit our city. Quinte West has seen growth over the years. Many projects that I have been part of have already been completed. There are others, however, that are still in the preliminary stage. I want to continue being a Councillor to see these projects to fruition as well as, make further improvements to our community.
Some overlapping feedback received from people has been that I represent integrity and professionalism. I will continue to demonstrate these qualities if elected for a second consecutive term.

PREVIOUS POLITICAL EXPERIENCE:
Was actively involved in the election campaigns of my father who was a provincial Member
of Parliament for over twenty years.
WHY ARE YOU RUNNING FOR THIS POSITION?:
Having recently retired from a full time finance position with the Town of Cobourg I have the
time and experience to bring significant value to this position. The community has been very good to my family and I want to do my part to make it even better. The City of Quinte West is
a multimillion dollar organization. Councillors need to understand how a business works
including budgets and balance sheets, as the decisions council makes can have a profound
impact on the lives and livelihood of the people in our community. I have the knowledge and
experience required. I love our community and will try to make positive changes to make it a
better safer more inclusive place for current and future generations.
I believe we have a housing gap that is holding back our community as people who could join our workforce are unable to find somewhere to live. For people to move or live in our region
they need to feel there is a chance of affording the kind of home or rental that would allow
them to live comfortably and raise a family.
I also believe the city needs to control creeping operations costs and to look at ways to decrease it operational budget.

PERSONAL BACKGROUND:
I am a long standing Qunite West resident and I am married to Joanne Belanger. Together we have raised seven children and have 8 grandchildren. I attended McMaster University receiving degrees in Sociology and Social Work. I have worked in social services for 15 years, ran my own business for 8 years and managed a not for profit organization for 19 years. PREVIOUS POLITICAL EXPERIENCE:
I have been elected six times as a Councillor for Sidney Township (2 terms) and Quinte West (4 terms). I was unsuccessful as a candidate for Mayor of Quinte West in 2003 and 2014.
I ran as the NDP candidate in the Bay of Quinte Riding for the NDP in 2015 and managed Joanne’s campaign in this recent Provincial election. Local decisions impact all of us greatly.
WHY ARE YOU RUNNING FOR THIS POSITION?:
I hope to be re-elected as a Councillor, because I believe that my 20 years of experience in this job is a valuable asset to Council. I will be the only person on Council who actually served as a Sidney Township Councillor. I know that history. I value our farmers, and I have helped to develop meaningful relationships with our neighbours.
As well, I bring my values of respect, compassion, fairness and social justice to all that I do on your behalf. I believe that to be a forward moving and lively place to grow our families and to provide opportunities for small businesses we must be innovative. I believe that we must also seriously work together to improve the environment in all that we do.
In Sidney Ward and the City we must keep our roads safe and infrastructure in top condition, ensure safe water systems and carefully spend your taxes. We must also help improve accessibility and the quality of healthcare, improve the supply of affordable housing, and make public and active transit available throughout the City. All of my work life has been dedicated to service, because everyone matters! I am “ready to serve”!

PERSONAL BACKGROUND:
● Retired dairy farmer since 1990
● Landscaper for 15 years
● Security guard for several years
● More than 35 years with the Frankford Lions Club
PREVIOUS POLITICAL EXPERIENCE:
Ran for council on various occasions
Worked on all kinds of projects and all offices with the Lion’s Club
WHY ARE YOU RUNNING FOR THIS POSITION?:
The most important issue in Quinte West is our health care and our doctors.
I feel the marina should support itself, and it can. We need more taxes not increases.
Bata corporation is holding over 1000 house lots and is not doing anything with them. These lots should be reallocated to active home builders for more jobs and tax renewal.
It has been suggested for a waterfront trail going west out of Trenton at an approximate cost of $600,000. I really don’t think it is necessary to throw people out of their homes to do it. If the project does come to pass, then let’s get the service clubs involved and there may be no cost at all.
Ernst Kuglin
PERSONAL BACKGROUND:
Ernst Kuglin retired as a city hall reporter with The Trentonian newspaper in 2017 after covering Quinte West for nearly 18 years. He lives with his wife on a hobby farm in north Sidney. After retiring, the opportunity presented itself to fulfil a personal goal of running for public office, seeking one of four seats on council for Sidney ward.
PREVIOUS POLITICAL EXPERIENCE:
This is the first time Kuglin has run for city council.
WHY ARE YOU RUNNING FOR THIS POSITION?:
Kuglin wants to bring a new, stronger voice to city council, a voice that isn’t afraid of asking the tough questions. He wants better accountability, more transparency and better operational efficiencies in order to produce better results for taxpayers.
When it comes to accountability, Kuglin wants to claw back the 18 percent pay hike the previous council handed themselves, and instead develop a policy that awards minor increases in compensation once or twice a term.
As for transparency, Kuglin is asking for a review on how the decision was made to commit $1 million of the Sidney reserve fund for the construction of a proposed hospice on land that was originally targeted as serviced commercial/industrial land.
As for efficiencies, Kuglin wants to see a review of the city’s operational spending in an effort to help keep the lid on tax hikes. He believes it’s now time to focus on paying down debt that has accumulated from years of capital spending.
After years of capital spending of municipal projects like the marina, YMCA, public works facility and fire hall, Kuglin wants capital spending directed towards roads, bicycle lanes and pedestrian trails. He wants the city to maintain and/or increase its inventory of serviced commercial/industrial land in order to help attract new business and industry.
Kuglin applauds and will continue to support the work of Our TMH and the Trenton Memorial Hospital Foundation in order to protect and improve services at the hospital.
Kuglin also wants to build even closer ties with CFB Trenton and promises to help protect Sidney’s diverse agricultural community.

I have a great 26 year career as a licensed Insurance Broker with Mackay Insurance since 2010. A career that has taught me a little bit about a very wide range of topics. This gives me experience with negotiating. Plus has given me the confidence that I can help people as a Municipal Councillor.
I grew up in Belleville attended Ontario Business College and Loyalist College. I watched my parents operate a small business. My wife and I moved to Sidney Township at Kenron Estates in 1983 then moved to our current address on Colonial Rd in 1987 so we could have a family. In the mid 1990’s I joined Sunshine Rotary Club of Sidney (breakfast group ) . In the late 1990’s through to 2006. I was a director for the local Insurance Brokers Association including President 2001 – 2004.

WHY ARE YOU RUNNING FOR THIS POSITION?:
I like to help people. No mater which Ward they reside in!
I will ask questions.
Recently I voted against the 18% increase to the Mayor, Deputy Mayor and Council compensation that blamed only Revenue Canada as the reason.
Positive attitude 2. Financial Strength 3. Road safety for all 4. Jobs and economic growth 5. Water issues
I ask for your vote on Oct 22 and I will give you my best effort!

PERSONAL BACKGROUND:
Married to Jennifer for 22 years, with two sons, Nicholas and Joshua.
Owns and operates a paralegal firm that focuses primarily in the areas of Landlord & Tenant legislation, Small Claims Court and Provincial Offences (Traffic Ticket) Court. Property Manager for several multi-dwelling residential properties across Ontario for an international property holdings corporation.
PREVIOUS POLITICAL EXPERIENCE:
Was a Councillor in the City of Quinte West, Sidney Ward from 2003 to 2014 when he vacated the seat to take a break from Quinte West Council and allow someone else the opportunity to sit at the Council table. During his tenure as a Councillor, at some point he either sat on or chaired most of the City’s many committee’s and other amalgamated boards such as the health board.
WHY ARE YOU RUNNING FOR THIS POSITION?:
I believe that the Sidney Ward residents need a strong and informed voice at the Council table. Something that has been missing for some time now for Sidney Ward residents. I am also very concerned about the status of the Sidney Ward reserve funds. This reserve was set aside to deal with items that may come up to offset any large shift that may result in a tax burden to ratepayers. This reserve in my opinion has been substantially depleted when it should not have been. Councillors should have been stronger in their position to establish funding in more appropriate revenue streams of the municipality instead of depleting the reserve fund. TMH is also an item of grave concern, and we must recognize that next to CFB Trenton, TMH plays an important and vital service and role in Quinte West.

PERSONAL BACKGROUND:
Hello David, my name is Gregg Covell and I am working hard on getting the council seat for Frankford Ward in Quinte West. I grew up in Brighton, my wife and I chose to move to Frankford to begin our family about twelve years ago. My wife and I have an eight year old son that attends Frankford Public School. I am an avid outdoorsman, I enjoy fishing, hunting, hiking and canoeing. I currently work as a custodian with Hastings County.
PREVIOUS POLITICAL EXPERIENCE:
None
WHY ARE YOU RUNNING FOR THIS POSITION?:
I have always been interested in politics and wanted to be a part of it since high school. Things were in the right place personally, so I decided to try and improve the community by running for council. I feel that I can be a productive member of city council and assist Frankford residents in community improvements. All four wards need to grow and work cooperatively for the municipality and the citizens to prosper. I would like to see council seats equalized across the municipality to ensure proper representation and cooperation. I would also like to improve accessibility in the community for those with mobility issues. Lastly, I would like to see more recreation areas in Frankford to alleviate waiting lists in other communities and parents driving requirements. In addition to my three main platform topics I have been thinking of water rates, transit, a local clinic, and human trafficking awareness. I hope that the community can see the value in a new face and new ideas and get behind me on October 22.
