Northumberland County Council has announced the appointment of Dan Borowec to the role of Chief Administrative Officer (CAO).
Borowec served as Director of Economic Development, Planning & Strategic Initiatives with the county for over a decade before retiring in January 2025 to focus on advancing rural broadband and workforce housing expansion. Throughout his career in economic development and hospitality, Borowec has led innovative initiatives that have generated impact in Northumberland and across Eastern Ontario. He spearheaded the Eastern Ontario Development program, established the Ontario Agri-Food Venture Centre in Colborne, secured funding and partnerships to significantly expand local broadband access, and secured millions of dollars in investments for Northumberland.
“Dan has a deep understanding of the county’s operations along with the broader legislative and economic contexts in which the county operates,” states Warden Bob Crate. “He has extensive experience leading complex, multi-partner initiatives and delivering results that strengthen our local economy and community. With his proven ability to secure investment, build strategic partnerships, and execute council’s vision, Dan is well-suited to take on the role of Chief Administrative Officer. Council looks forward to the progress the organization will achieve under his leadership.”
Borowec’s first day will be March 2, 2026, ensuring a period of transition with Acting CAO Glenn Dees prior to his departure on March 13.
“On behalf of county council, I would like to take this opportunity to once again thank Glenn for his leadership and commitment during this interim period,” says Warden Crate. “We are grateful for his steady guidance and support to staff and council, and we wish him every success in his future pursuits.”
As Borowec prepares to step into this new role, he notes: “I am pleased for this opportunity to reprise a leadership role with Northumberland County, this time working with council to advance the overarching Community Strategic Plan. As a long-time resident of Northumberland, I care deeply about the community’s future and the possibilities we are creating for families, businesses, and the next generation. I look forward to engaging with ministry, municipal, and agency partners, residents, and the tremendous staff of Northumberland County, to strengthen service delivery and advance community priorities.”
