Belleville City Council approved a recommendation to carry over a break on property taxes to the new YMCA Centre for Life.
The approval was made at council’s meeting on Monday.
The YMCA is a registered charitable organization that has served the community for decades, providing vital services, including affordable/subsidized childcare, youth leadership programs, fitness facilities, and newcomer settlement services.
A private members’ bill dating back to 1952 has allowed the current Victoria Avenue location to avoid paying property taxes.
City staff brought forward the new waiver recommendation because the private members bill no longer applies to the new location being built at 355 Bridge Street West.
In city staff’s report to council, it’s noted that the waiver would apply strictly to the portion of the property utilized for YMCA operations and charitable programming.
Any future commercial sub-leases within the facility would remain fully taxable. This would include private therapy services, restaurants/cafes, or clinics, etc.
The YMCAs in Quinte West and Peterborough are not subject to local taxes.
The waiver would be in effect for the 2027 tax year, provided that the building can continue to be used for charitable purposes, with city staff estimating an annual reduction of property tax revenue of approximately $300,000.
Council approved the motion.
