Just before the start of Barks by the Bay Canine Festival and Trade Show today(Saturday) it poured rain.
Organizers and participants naturally felt dismayed and discouraged.
However, the day didn’t go to the dogs, at least as far as the weather goes, and the frowns turned to smiles as folks and their best friends showed up in droves, or should that be packs?
