The City of Belleville says it is seeking input on proposed updates to the Refreshment Vehicle By-law and licensing.
A Refreshment Vehicle Program Open House is being held on Thursday, September 3 from 3:30 to 5:30 p.m. at West Riverside Park.
The city says it is reviewing the program in preparation for the 2027 operating season and is seeking feedback from those who operate, use or would like to see refreshment vehicle services in city parks and public spaces.

The City of Belleville is inviting refreshment vehicle operators, community organizations and residents to provide input on proposed updates to the City’s Refreshment Vehicle By-law and licencing.
A Refreshment Vehicle Program Open House will be held on Thursday, Sept. 3 from 3:30 to 5:30 p.m. at West Riverside Park. The City is reviewing the program in preparation for the 2027 operating season and is seeking feedback from those who operate, use or would like to see refreshment vehicle services in City parks and public spaces.
The open house will provide an opportunity for refreshment vehicle operators, ice cream and specialty vendors, mobile food and beverage businesses, event organizers, sports groups, community organizations, park users, facility renters and residents to learn more about the proposed changes and share their feedback.
The City is looking for input on topics including:
- How the program can better support refreshment vehicle operators.
- Operating requirements for vendors.
- Access to food and beverage options in parks and public spaces.
- Refreshment vehicle services at community events and park programming.
- Improvements to the city’s licensing and permitting process.
Feedback collected through the open house will help inform proposed amendments to the Refreshment Vehicle By-law and a revised licensing and permitting program for the 2027 operating season. Staff will bring recommendations forward to Belleville City Council for consideration.
