Statement From Mayor Neil Ellis
At the July 27 City Council meeting, Council heard directly from the Belleville Chamber of Commerce and members of the local business and industrial community regarding concerns about the proposed changes to industrial development charges.
The Development Charges Study is a legislated process used to calculate the costs that may be recovered to support infrastructure required as the community grows. While the study proposes lower residential development charges, it also calculates non-residential development charges for Council’s consideration. These calculations are presented before taking into account any discounts or exemptions Council has adopted in previous years.
I have carefully considered the feedback presented at the meeting and have since discussed those concerns with City staff. I recognize the importance of ensuring Belleville remains competitive when it comes to attracting and retaining industrial investment.
Our industrial sector is an important part of Belleville’s economy and its continued growth. Supporting our existing businesses and the jobs they provide, while continuing to attract new industrial investment, growth and employment opportunities, has been and will continue to be a priority for both myself and the City.
As we move forward with this process, I am conscious of the potential impact that changes to industrial development charges could have on Belleville’s competitive position. The concerns brought forward by our business and industrial community will be an important consideration as staff continue their review.
Maintaining Belleville’s position as a competitive place to invest, expand and create jobs must remain a priority as we determine the best path forward.
