Madoc Township’s former Deputy Mayor Larry Rollins says he is considering his options after an independent review into his 2022 municipal election financial filing.
Rollins decided to run for mayor in May (2026), but a review of his election paperwork found he had failed to file the required financial statement following the 2022 election.
Rollins was acclaimed as deputy mayor (2022) and says he had no campaign expenses and tells Quinte News he was not aware he still had to file a financial statement.
Under Ontario’s Municipal Elections Act, candidates are personally responsible for filing their financial statements.
Missing the deadline can result in an automatic loss of office and make a candidate ineligible to run in the next municipal election.
The issue prompted questions about whether candidates had been properly notified of their obligations.
The township hired independent consultant Kelly Pender to review what happened and make recommendations for improving the process.
Rollins resigned as deputy mayor in June.
In his resignation letter, he said he had acted honestly and in good faith, and questioned why he did not receive the financial filing notice by registered mail.
He said he stepped down because resolving the matter could require a lengthy and costly legal process.
The review found that while the township met its basic legal obligations, there were weaknesses in notification and record-keeping procedures.
The report says the clerk is responsible for administering municipal elections and providing candidates with information and required notices about election rules and financial filing requirements.
At the same time, the candidate remains responsible for filing the required financial statement.
The review recommends using traceable mail for official notices, maintaining a master tracking system for candidate files, and providing additional election training for municipal staff and incoming members of council.
Rollins has not formally commented on the review’s findings.
