The Belleville Police Service Board and management recognized several members, both civilian and uniformed, at the
board’s regular meeting on Tuesday.
Matt Sinclair received a Chief’s Commendation for exceptional leadership and dedication in the transformation of the
service’s analog dispatch system to the much better digital NG911 communications system.
NG911 not only provides faster service it allows for multi-media functions such as text, photos, and video.

Chief Murray Rodd next recognized the many investigators, both currently serving, retired, or deceased that worked tirelessly
to arrest and convict a Keswick man for violently sexually assaulting a Belleville woman at the Ramada Inn almost
26 years ago.
The man was sentenced last year. Details on the case can be seen here.
Meanwhile, several officers were pointed to specifically by the Chief for their work in the end stages of the Ramada
sexual assault case in which Investigative Genetic Genealogy was employed, finally leading to the 47-year-old suspect.
They were Inspector Jeremy Ashley, S/Sgt Mike Kiley, Detective Constable Rachel Sweet, Detective Constable
Andrea Boulay, Detective Constable Chad Stein, and civilian Kiera Reid.
Their work earned the group the Ontario Women in Law Enforcement Leadership Award.
More on the Ramada case commendations can be seen starting on page 7 of the Police Board agenda.
Meanwhile, Chief Rodd praised civilian Anne Brennan-Walsh who works in the service’s records section
for her nomination for the Ontario Women in Law Enforcement Association Leadership Award.
Brennan-Walsh began her career in 1989 as a control room operator, moving into records in 1994.
She continues to serve as vice president of the Belleville Police Association and is known to be dedicated
to advancing policing excellence.
Ending the Chief’s commendations were the service’s 911 communicators. The service’s communications
staff (dispatchers) received an award from GM/OnStar.
