Belleville City Council received an overview of the 2025 Capital Budget as well as the 10-year Capital Plan at its meeting on Monday.
In a deputation from the Director of Finance and Treasurer for the City of Belleville, Brandon Ferguson outlined that this year’s capital budget currently sits at $53.6 million, a reduction from the $72.3 million in last year’s capital budget.
“The change is primarily driven by the large shift from the Avonlough Pump Station that was approved in 2024 and we have more focus on our renewal portfolio during the 2025 year,” Ferguson explained to council.
He noted that the majority of the investment from the budget will go into core infrastructure, transportation, water, wastewater and stormwater, making up 75% of this year’s capital investment.
Ferguson also said there is an increased level of investment in city facilities as well as fleet and equipment.
“The budget portfolio as mentioned is more focused on asset maintenance and replacement, with highlighted projects such as full combined service reconstructions for Bridge Street East, Octavia and Henry Street, continuation of our road rehabilitation program and various underground infrastructure relining programs,” Ferguson said.
“Another highlight is the Meyers Pier rehabilitation or repair schedule for 2025.”
When discussing the 10-year Capital Plan, Ferguson says it was created to ensure that the city was adequately managing its infrastructure risks.
It estimates that $1.1 billion is projected to be spent with combined services and road renewals as the major focus.
“Some highlights include various major reconstruction projects where we look at undertaking Church Street reconstruction, Pinnacle Street water main replacement, Victoria Avenue water main replacement, Old Highway 2 reconstruction from Haig to Point Anne as well as the complete reconstruction of Phillipston Road, among others,” Ferguson explained.
