Belleville City Council approved a recommendation to appoint David G. Boghosian as new Integrity Commissioner and Closed Meeting Investigator for the City of Belleville.
Council approved the recommendation at their meeting on Monday.
The city’s previous Integrity Commissioner, Robert J. Swayze, Barrister & Solicitor, informed council in January 2025 that he was no longer able to continue in his role.
Council appointed John Mascarin of Aird & Berlis as the city’s Interim Integrity Commissioner, effective February 1, 2025.
In a report from the city, a request for proposal (RFP) for Integrity Commissioner and Closed Meeting Investigator Services for the City of Belleville was prepared and issued, resulting in three submissions.
David G. Boghosian of Boghosian + Allen LLP was ranked the highest scoring proposal, according to the report.
Boghosian is a municipal lawyer who currently provides integrity commissioner services for thirteen municipalities (Fort Frances, Hamilton, Caledon, Haldimand County, Kirkland Lake, Norfolk County, Bonfield, Temagami, Stratford, Prince Edward County, Cornwall, East Ferris and Red Lake).
The appointment is effective as of June 1, 2026.
