WRITTEN BY THE OPP
On January 23, 2019 at approximately 10:18 a.m., an officer of the Central Hastings OPP Detachment stopped a motor vehicle in the Village of Centre Hastings on St. Lawrence Street West near Whytock Avenue.
The officer observed the vehicle being driven by a known male driver whose licence was suspended. The driver also has outstanding charges before the court and was on a Recognizance of Bail. When the officer stopped the vehicle near Whytock Avenue, a female passenger exited the vehicle and ran from the scene. The female passenger was also known to the officer to have outstanding charges before the court and was on a Recognizance of Bail not to be with the driver.
As a result of the investigation:
Charged is 41 year Phillip Gouviea of Belleville Ontario
- Fail to Comply with Recognizance, 2 counts
- Fail to Comply with Probation Order
- Driving While Under Suspension, contrary to the Highway Traffic Act of Ontario
He is scheduled to appear for a bail hearing at the Ontario Court of Justice Belleville, January 24, 2019
Also charged is 32-year-old Jessica Youmans of Madoc, Ontario who was later located at her residence with Fail to Comply with Recognizance. She is scheduled to appear for a bail hearing in Ontario Court of Justice Belleville, January 24, 2019.
