Belleville Mayor Neil Ellis said it was “a sad day” as City Council paid tribute to its retiring chief administrative officer. Mayor Ellis presented a plaque to Steve Hyndman at last night’s council meeting. Hyndman, who has been with the city nine years, the last five in the top spot, says Belleville is the “fastest groing city in Eastern Ontario and the one with the most stable economic climate.” He listed the new Official Plan, new development standards, and an upgraded credit rating as major steps. Carl Cannon has succeeded Hyndman as the new CAO.
