It is with great sadness that we announce the peaceful passing of William “Bill” Leroy Hibbard at Kingston General Hospital on September 29, 2026, surrounded by his loving family.
Bill was married to Sylvia, the love of his life, for 58 years. Through nearly six decades together, they built a life filled with family, friendship, laughter, love and countless joyful memories.
Bill was one of three children born to the late Stewart and Blanche Hibbard (nee McBrien).
Bill was a licensed electrician by trade. Over the years, his career took him to a number of workplaces, including Hydro One, Rio Algom Ltd., Darlington Nuclear Generating Station, and CN Rail. He was a member of several locals of the IBEW.
Outside of work, Bill was an avid sports fan. He loved it all…from horse racing to hockey, baseball to basketball, and especially the NFL. His loyal fandom belonged to his beloved Buffalo Bills, whom he faithfully cheered on year after year.
Bill was a lucky man in many ways. He was surrounded by a great deal of love from family and friends. He had a sense of humour that was entirely his own — sometimes subtle, sometimes unexpected, and always unmistakably Bill.
He leaves behind his devoted wife, Sylvia Hibbard (nee Lloyd); daughter, Sandra “Sandi” Hibbard-Ramsay; son-in-law, John Ramsay; grandchildren Brianna Ramsay and Brock Ramsay, and Mokey the dog.
Bill was predeceased by his sister Trudy Foley (Peter). He is survived by his sister Bonnie Edwards (Denis); sisters-in-law Jeannie McQuaid (Bob), Norma Baker (Grant), and Suzy Sprout (Stuart); and brothers-in-law Robert Lloyd (Esther), Peter Lloyd (Mary Ann), and Charles “Chuck” Lloyd (Terri).
He also leaves behind a large and cherished extended family, including many nieces and nephews.
As per his wishes cremation has taken place.
A Celebration of Life will be held in Bill’s honour on Sunday, November 22, 2026 from 1 pm to 4 pm at the Belleville & District Shrine Club (160 Catharine Street, Belleville, ON). All are welcome.

Bill will be missed beyond measure. His wisdom, humour, stories, passion for the great outdoors and sports…and genuine love for family and friends…will remain with us always.
