Belleville has officially broken ground on the comprehensive Avonlough Sewage Pumping Station Replacement Project, marking a pivotal step forward for the city’s residential expansion.
The critical infrastructure initiative is designed to replace aging equipment while dramatically increasing wastewater servicing capacity across the municipality’s west end.
Backed by all three levels of government, the project primarily supports future development in the key Loyalist West Secondary Plan area.
Federal support leads the financial backing, with a $16.1-million commitment delivered through the Canada Housing Infrastructure Fund.
Additionally, the City of Belleville allocated $3.3 million received through Ontario’s Building Faster Fund over the last three years to advance the project.
Once operational, the expanded system will provide the vital utility capacity required to service approximately 9,000 new residential units.
Beyond the main pumping facility, construction crews will execute extensive underground utility upgrades, including water main and sanitary sewer installations.
Work along Bridge Street West will also feature storm sewer reconstruction, full roadway rebuilding, and key intersection widening to manage increased traffic flow.
The broader scope includes the eventual decommissioning and flow diversion from the existing legacy station to ensure a seamless transition.
Full completion of the multi-year construction project is expected by the end of 2028.

The project not only replaces aging equipment, it also significantly increases wastewater servicing capacity, a key to supporting 9,000 additional homes in the Loyalist West Secondary Plan area toward the city’s west end. In addition to the construction of the new pumping station, the project also includes watermain and sanitary sewers and storm sewers reconstruction along Bridge St. W, roadway reconstruction, the widening of intersections, and decommissioning and diversion from the existing station. Completion is expected by the end of 2028. Belleville allocated the $3.3 million it received through Ontario’s Building Faster Fund over the past three years to this project.
