“Are you in favour of a third-party review of council size and related ward boundaries?”
Julia Swedak brought the appeal forward, with concerns about neutrality and clarity by failing to disclose legal binding thresholds, implementation timelines, and the specific scope of the review.
Swedak also expressed concerns regarding the council’s process, suggesting alternative methods for governance reviews and proposing her own specific model for a six-ward council structure.
Ultimately, her appeal was dismissed because Mr Ayres determined that the question met all legislative requirements and that her broader governance concerns fell outside his jurisdiction.
The municipality argued that the ballot question met the legal requirements of being clear, concise, neutral, and answerable with “yes” or “no.”
