Shawn Davey has been elected to council in Greater Napanee.
Davey won a by-election held Monday to replace Ward 3 Councillor Dave Pinnell Jr. who passed away last summer.
Voter turnout was poor with just 29% of eligible voters, or 986 people, casting a ballot.
Davey received almost half of the votes at 492.
He will finish out the term on council until October’s municipal elections.
