Multi-jurisdictional police operation shuts down cannabis dispensary

An illegal cannabis dispensary has been shut down after a joint force operation between the DRPS and the OPP.

In May, 2025, members of the DRPS Central East Community Response Unit and the OPP-led Joint Forces Cannabis Enforcement Team (PJFCET) an investigation into an illegal cannabis dispensary in Oshawa. Officers entered the store and seized a quantity of money, illegal cannabis and tobacco products. The estimated value of the illegal cannabis products is more than $139,000. The dispensary, My Legacy Cannabis, has been shut down and one person was arrested.

Jeffrey Donaldson, age 51, is charged with offences under the Criminal Code and Cannabis Act, including possessing cannabis for the purpose of selling, possession of illicit cannabis, trafficking in contraband tobacco and possession of proceeds of crime.

He was released on an undertaking.

PJFCET is an OPP-led joint force operation that includes members of the Niagara Regional Police Service, Durham Regional Police Service, London Police Service, Windsor Police Service, and the Alcohol and Gaming Commission of Ontario. PJFCET’s role is to enforce and investigate illegal cannabis incidents and focus on the apprehension of those who produce, sell, distribute, import/export and use cannabis outside of the parameters of the law.
