A major residential and commercial development in Prince Edward County is getting its own governing rules.
A Private Members Bill by Bay of Quinte MPP Tyler Allsopp, received Royal Assent in June.
The Base31 Community Association Act requires anyone who buys or owns property within Base31, to join the local association.
The association will have the power to set membership fees, establish localized by-laws, and even place financial liens on properties if those fees go unpaid.
Proponents say the structure will help fund and maintain a mix of arts, culture, and community facilities across the former military base.
It also explains that once a piece of land is sold to a private homebuyer or a business owner, that new owner joins the Base31 Community Association.
If an outside property owner asks to be included and the association approves it, a notice is added to their land title, and that property becomes legally bound by the rules from that point forward.
Construction of what is called Village A/Hilltop begins this summer and is expected to bring about 800 residential units to the county once complete.
The 750-acre Base31 project envisions as many as 7,500 units over the next two to three decades, along with numerous businesses.
To put it into perspective, the adjacent Town of Picton is only around 4,500.
Base31 is located at the former CFB Picton military airfield, municipally known as 343 County Road 22 and 204 Kingsley Road.
The act requires reserve funds for major repairs and replacement of Base31 assets, similar in concept to condominium reserve funds.
