Communications system improvements up for discussion

Upgrades could be coming to the Prince Edward County Fire and Rescue department’s communications system.

Recent studies indicate radio coverage for firefighters continues to be poor in some areas of the county despite investments in upgrades and the current system is vulnerable to breakdown.

The reports indicate firefighting communications are tethered to the municipal system, meaning a breakdown of that system can cut off communications at a fire scene.

Another problem is that the repeaters installed on towers no longer have spare parts available.  Also Fire and Emergency does not have the expertise to manage all of the technology involved.

Because of such issues, Interim Fire Chief Tim Kraemer told the committee that he was aware of at least six communications breakdowns over the past several years.

On Thursday, the Committee of the Whole recommended council spend $75,000 a year for a managed fire department communications system.

Kraemer says such a contract would solve a lot of problems.

“This would ensure that we have a specialized carrier managing the system so if something does happen they’re aware of it through proactive monitoring and responding through a service level agreement making sure the system is operating at all times.”

The provider of the managed communications system would be responsible for upkeep and replacement of repeaters and other equipment installed on towers as part of the yearly contract.

Committee also recommended council approve spending $50,000 to build a 70-foot tower at the Rossmore fire station to improve radio coverage.

Recommendations on tower leasing, use, and location for communications will also be coming to council in the near future.
