New mental health and addictions services are coming to the Quinte region.
On Wednesday, Hastings County’s Community and Human Services Committee heard a delegation
from the Quinte Wellness Hub.
The group features several people with expertise in justice, social work, psychology, trauma-informed care
and other disciplines.
It is based out of 15 Victoria Avenue in Belleville and once up and running will feature a women’s-only detox and rehabilitation program, transitional housing and counselling, medical services, and a facility to produce modular homes.
The Quinte Wellness Hub will be self-funded through donations and senior government grants. The group did not
request financial support from Hastings County.

15 Victoria Avenue Programs (Belleville)
Third floor: Dedicated 10-bed women-only detox and rehabilitation program.
Second floor: Transition and counselling centre, including a peer-led Emergency Services Program.
Strategic location: Co-located with a nurse practitioner’s office and a pharmacy to provide wraparound care.
Farm Property (12 acres)
Transitional housing and long-term recovery supports
Vocational training in agriculture and trades
Nature-based programming to support holistic recovery
Marysville Modular Assembly Facility
Partnership: EpicMod (Pablo Petraco)
Status: On-site facility confirmed
Outcomes: Producing affordable housing units, creating skilled jobs, and supporting community growth through modular construction

Jessica Svelander – Frontline peer support and program delivery
Krystle Pierre – Psychologist; director of psychology groups; trauma recovery and culturally informed care
Carlos “The Ronin” Newton – Construction (East Coast lead) and Indigenous community engagement; brings decades of mentorship and community-based sport and wellness experience
Together with the board of directors they bring 250+ years of combined experience across mental health, trauma-informed care, social work, law enforcement, and housing innovation.
