The Quinte Home Builders’ Association (QHBA) and the City of Quinte West have reached an agreement on reductions to the city’s Development Charges (DCs). This agreement reinforces a shared commitment to supporting growth, improving housing affordability, and encouraging continued investment across the community.
While the DC adjustments apply broadly, a single–family dwelling permit serves as a reference point, with an overall reduction of $3,260 per unit.
This reduction is made up of two components:
● $2,389 resulting from funding received through the Housing Enabling Core Services (HECS) Fund. Refunds for this portion will be applied retroactively to permits issued on or after January 24, 2025, the date the funding was received.
● $871 due to a population–based adjustment. Refunds for this portion will apply to permits issued on or after December 1, 2024.

For QHBA members with Development Charge Deferral Agreements in place, charges will be recalculated and adjusted in accordance with the new agreement.
Quinte Home Builders’ Association CEO Ruth Estwick says it’s good news for people building homes.
“And it’s, you know, built into the cost of the home and essentially it’s going to have a larger impact on the overall industry in hoping that the sales will increase. Construction will continue. I think the overall attempt is to spur development and building.”

As part of the agreement, the QHBA and city staff will continue meeting quarterly to review trends in housing, infrastructure needs, and policy planning, to ensure that development remains both responsive and sustainable across Quinte West.
