Northumberland County and Northumberland County Housing Corporation (NCHC) have successfully completed the redevelopment of Elgin Park in Cobourg— more than doubling the number of affordable housing units at this location from 18 to 40.
The milestone marks a major achievement in the county’s ongoing efforts to address the region’s growing housing crisis.
The project was delivered on time and on budget, through the coordination and commitment from county and NCHC staff, project contractors, and government partners.
This includes the earlier completion of phase one in November 2023, which added the first 20 units. Phase two, initiated in late 2023, has now added an additional 20 units, completing the site’s transformation.
The completed redevelopment includes a mix of 28 subsidized and 12 market rental units, offering much-needed affordable and attainable housing options for residents in Northumberland.
With a local rental vacancy rate of just 1%, and over 1,000 households on the wait list for subsidized housing – many facing wait times of up to ten years –the urgency for purpose-built rental housing is critical.
The Cobourg site was selected for intensification because of its proximity to services, transit, and amenities.
The new buildings also prioritize sustainability and accessibility, with Leadership in Energy and Environmental Design certification and select units designed with enhanced mobility supports.
This project was made possible through significant investment from both the Government of Canada and the Province of Ontario.
Funding support through the Affordable Housing Fund and the Canada-Ontario Community Housing Initiative was instrumental in making this redevelopment a reality.
Northumberland County and NCHC continue to work towards its goal of delivering 900 new affordable housing units over the next nine years.
