The City of Quinte West is getting ready for a new recycling program beginning in July.
At a council meeting on Wednesday, Director of Public Works and Environmental Services at City of Quinte West Chris Angelo presented an update on the transition from Quinte Waste Solutions to Circular Materials Ontario.
The transition is expected to officially begin on July 17, 2025.
“Circular Materials Ontario has hired a contractor through our procurement process, and that contractor is E360, the same contract that provides our garbage and organics program throughout our municipality and throughout part of this eastern region of Ontario,” Angelo explained in his presentation.
“What’s changing for all of us is that, come July 21, the dates for collection are going to change for 90% of our municipal residents.”
Angelo says this includes organics, waste and recycling.
“We have no control over the date for recycling, so in concert with our provider for garbage and organics, we thought it would be best for our municipality to have the same date for collection for all waste streams in our municipality,” Angelo said.
“So in fact, it’s not dependent on the ward structure anymore, it’s depending on where you reside.”
The reason for these changes is due to the Ontario government implementing “extended producer responsibility”, meaning that producers of packaging and paper products will be responsible for the end of life of those materials.
Angelo says there are cost savings from this transition.
“On average, we’re going to estimate a savings of about a million dollars or better going forward, beginning in 2026 and those cost savings resulting from this shift in the transition of recycling to the producers will be included in our 2026 budget deliberations which will start in the fall of this year going forward,” Angelo said of the savings.
