Belleville council will seen an update Tuesday on the mountain of work that’s been diligently done by the owners of the Black Bear Ridge (BBR) Golf Course & Resort property in partnership with city staff over the past almost two years.
Black Bear Ridge GP Inc. proposes to develop a fully serviced four-season
resort-style community spanning 370 hectares of land situated on Harmony Road in Thurlow Ward.
The community will include resort accommodations linked to the existing golf course, complementary
commercial and recreational facilities, and residential components comprising approximately
3,000 dwelling units.
PROGRESS ON THE DEVELOPMENT AT BLACK BEAR RIDGE:
- Hosted a developer-led Public Open House on April 11, 2023, sharing approved zoning details and summarizing the guiding development principles together with preliminary concepts and inspiration. Solicited detailed feedback from the community regarding the preliminary vision.
- Established a development section on the BBR website which is regularly updated with news and information about the project.
- Hosted a subsequent developer-led Public Open House on May 28, 2024 where a more detailed project Master Plan was presented and feedback solicited in advance of the preliminary submission to the city.
- Delivered a pre-consultation submission to the city on August 8, 2024, in support of future applications for an official plan amendment to guide the development of uses permitted by the MZO as well as zoning by-law amendment and draft plan of subdivision for the first phase of development. In September 2023, the city entered into a Cost Recovery Agreement with Black Bear Ridge
GP Inc. According to this agreement, the owner is fully responsible for covering all of the city’s
costs related to processing and reviewing the BBR development proposal, including the
expenses for necessary studies and consultant fees.
In March 2024, the city engaged J.L. Richards Associates to conduct a Master Servicing
Study for Black Bear Ridge, which will determine the necessary upgrades to the city’s
infrastructure to support the development, as well as the associated costs and the proponent’s
financial responsibility. Under the Cost Recovery Agreement, the proponent is responsible for
covering most of the costs related to the servicing study.
