A proposed new subdivision, to be located within the Culbertson Tract, has had another holdup in the approval procedure.
A presentation was made to the Hastings County Planning and Development Committee on Tuesday.
During the pre-consultation sessions it was identified that the subject lands are located within the Culbertson Tract, an active land claim currently being negotiated between the Mohawks of the Bay of Quinte and the Federal Government.
It was also identified that this is a concern for the county and the Mohawks of the Bay of Quinte.
A Notice of Complete application was circulated to all property owners within a 120-metre radius of the subject property.
The owner is 2824143 Ontario Inc. The subject lands are described as Part of Block F, Registered Plan No. 162, Part of the Road Allowance Between Concession A and 2, South of the Road and Part of Lot 40, Concession 2 South of the Road, Geographic Township of Tyendinaga, Town of Deseronto, County of Hastings. The applicant’s proposed development consists of single detached dwellings, the possibility for mixed housing types including semi-detached dwellings and townhouses, roads, storm water management block, and medium density multiple residential. The applicant is proposing to subdivide the subject property as follows:
- 30 single detached dwelling lots (Lots 1 to 30, inclusive)
- Nine residential blocks (Blocks 31-39 inclusive)
- Four multi-residential blocks (Blocks 40, 41, 42, and 43)
- One Stormwater Management and Pump Station Block (Block 44)
- Seven 0.3 m reserve blocks (Blocks 45-51, inclusive)
- Three Streets (Streets A, B & C)
The proposed development would be accessed by means of a public road (Street ‘A’) from Dundas Street and a future second access from Deseronto Road (Street ‘B’). The westerly terminus of Street ‘B’ would be stubbed at the west property boundary to provide future access to the lands to the west.
The proposed higher density multi-residential blocks are located closer to Dundas Street – an arterial road, and Deseronto Road – an arterial road, and transition to a lower residential density proposed to be developed as a mix of single detached dwellings and townhouse blocks. The proposed stormwater management (SWM) block is located on the southerly portion of property adjacent to Street ‘A’ at the property’s lowest elevation. A water pumping station is proposed to be constructed on the SWM block to ensure adequate water pressure is achieved to service the proposed development.
The owner is proposing a maximum potential buildout of 249 dwelling units provided that the blocks on Street ‘B’ are developed primarily for townhouses
The applicant is proposing to subdivide the property into 30 single detached dwelling lots, nine residential blocks and four multi-residential blocks. The proposed development would be accessed by means of a public road from Dundas Street to a future second access from Deseronto road.
The owner is proposing a maximum potential buildout of 249 dwelling units, provided that the blocks on one of the streets are developed primarily for townhouses.
The committee is recommending that the project be deferred.
