The second phase of an environmental assessment at the former fairgrounds property was approved to get underway by Belleville City Council on Tuesday.
Toxic chemicals were said to be found at the location which had spread underground to the site from the adjacent former Nortel building.
Extra groundwater monitoring on the site will be part of the assessment.
There are plans for a new YMCA Centre for Life and an upgraded curling club, as well as residential and commercial buildings planned for the old fairgrounds site.
