Director of Emergency Services and Fire Chief Monique Belair, announced today (Friday) that Don Carter has been appointed to the role of Deputy Fire Chief of Emergency Response.
Don has been a member of Belleville Fire & Emergency Services (BFES) and an employee with the City of Belleville for 30 years.
Throughout his time at BFES Don’s dedication, diligence, and attention to detail have distinguished his service. His commitment to public safety and protecting the residents of Belleville started in 1992 as a volunteer firefighter with Station #3 in Point Anne. In 2000, he transitioned to the role of urban firefighter and began serving this community on a permanent full time basis.
Don held the position of Ice/Swift and Surface Water Trainer from 2010-2020 and his colleagues value his professionalism, knowledge and skill in this area of technical rescue. In early 2022 he was selected by his peers and currently represents BFES on the provincial branch of the National Fire Protection Association (NFPA) 1006 Ice/Surface and Swift Water Advisory Committee. Prior to taking on the role of Training Officer in 2019, Don was promoted to Acting Captain in 2018 and often fulfills the role of Incident Safety Officer at emergency scenes.
“Don has accomplished great things as the Training Officer for BFES,” said Monique Belair, Director of Emergency Services and Fire Chief. “Among his many achievements, he has developed and cultivated relationships with multiple high-value stakeholders, other city departments and fire service leaders in our region. Don has demonstrated that his insightful understanding of the training requirements for our department and his capabilities are crucial as BFES embarks on establishing a robust training system to meet proposed Provincial Regulation regarding certification to NFPA Standards for Ontario Fire Services. His knowledge, wide network, and length of fire service tenure with the City of Belleville are exactly what BFES needs at this point in time.”
Don has been an active member of Belleville Professional Fire Fighters Association Local 497 and throughout his career has participated in many charitable events and fundraisers. Additionally, Don served as the Chair of the Bereavement Committee from 2002-2012.
