Discussion:
Freezing rain is possible beginning Wednesday morning or afternoon from west to east. Freezing rain is expected to change to rain Wednesday afternoon or evening. Areas near the shores of Lake Ontario are likely to remain above the freezing mark, and as a result should receive only rain. The partially frozen ground may have a reduced ability to absorb this rainfall and localized flooding in low-lying areas may be possible.
Ice accretion combined with gusty easterly winds may result in localized power outages.
