A months-long investigation into reports of a drone being used to smuggle contraband into Collins Bay Institution in Kingston has ended with four arrests.
The initial call came in around 4:00 a.m. on March 24 of this year and led to Joint Forces Penitentiary Squad members and corrections officers locating two people inside a vehicle.
With the help of Kingston Police, officers were able to seize a drone, cannabis and cigars, while another package was found on the prison grounds, containing more cannabis, tobacco and weapons.
The investigation stretched into Quebec with the help of provincial police and has led to the arrest of two men from that province, along with a man and a woman from Toronto.
The charges are listed below.
39-year-old Marc Fontaine of Sainte Anne des Plaines, Quebec charged with:
- Participation in a criminal organization x 5
- Mischief x 13
- Conspiracy to Commit an Indictable Offence x 9
- Possession of a weapon for a dangerous purpose
- Possession of the proceeds of property obtained by crime x 2
- Possession for the purpose of distributing – Cannabis Act x 2
23-year-old Nachoua-Hiba Kord of Sainte Anne des Plaines, Quebec is charged with
- Participation in a criminal organization x 2
- Mischief x 2
- Conspiracy to Commit an Indictable Offence x 2
- Possession of a weapon for a dangerous purpose
- Possession for the purpose of distributing x 2
30-year-old Len Aragon of Toronto, Ontario is charged with:
- Participation in a criminal organization
- Conspiracy to Commit an Indictable Offence
26-year-old Rachel Chen of Mississauga, Ontario is charged with:
- Participation in a criminal organization x 2
- Conspiracy to Commit an Indictable Offence x 2
All four suspects were released from custody and are scheduled to appear in Kingston Court on August 26, 2020.
