By law, Ontario municipalities have to run balanced books and due to the pandemic, that could make it increasingly difficult.
The City of Belleville has pushed back the first tax instalment for business and residents that was due at the end of April.

He says some of their ways of getting money has been cut off.
We asked if there was going to be a delay in the construction of the new police station.
He says due to massive layoffs across the country, contractors do have access to a larger pool of workers to help get the job done.
Panciuk says the city cannot simply go into different reserve accounts and use the money how they want. He says it will be allocated for projects, liabilities, or specific purposes.
He says that is a conversation for a later date, right now the focus has to be for the municipality to provide essential services.
