A consulting firm has released an interim report for a pair of the City of Belleville’s ongoing Community Improvement Plans.
Dillon Consulting was contracted by the city to put together a new Affordable Rental Housing CIP, while also updating the existing Downtown CIP and consolidating them with the Brownfields CIP into one master document.
CIPs are tools that help municipalities establish financial incentives for development or improvement in one area.
The interim report looks at key issues, trends, opportunities and constraints, and makes recommendations moving forward.
Among those recommendations are financial incentives for building rental properties with at-market or below-market rates, as well as adding legal second units to homes and other dwellings.
Non-financial incentives include things like fast-tracking applications so new rental units can be built sooner, educating homeowners and developers more on how they can benefit from the programs, or allocating staff to deal with those specific issues.
