A man was arrested with a shopping cart full of stolen merchandise near Highway 401 in Belleville in the lunch hour Friday.
Belleville police report store security at a north end business tried to stop a man walking away with the cart but he became aggressive and got away.
A bit later, officers arrested 50 year old Cecil Primo and charged him with theft under $5,000.
