The numbers on the surface show a less than impressive result for the City of Belleville, following census data released last week.
It showed Belleville had the smallest economic growth in the region, at 5.4% over the last six years. It also revealed an average home income under $60,000.
City Manager of Economic Development Karen Poste says with Belleville being the most urban portion of the Quinte region, it tends to attract lower income earners, those who need transportation, and people on social assistance programs.
Poste says transit needs for low income earners is also a major factor.
