Government offices are not operating Monday, that includes City Hall, post offices, provincial and federal buildings.
The Quinte Mall will be locked, but several restaurants and stores on site will be open for the day.
Banks are not in operation, neither are most libraries, schools or childcare facilities.
The Beer Store and LCBO are shut for the day, as are many retail outlets and convenience stores.
Belleville Transit will not operate.
