There has been a 30% drop in the number of children in care in the Quinte region in the past seven years.
In 2009 there were more than 500 children in care in Belleville, Quinte West and Hastings County.
This year there are 407 children in care in those areas, combined with the larger area of Prince Edward and Northumberland counties.
Executive director of Highland Shores Children Services, Mark Kartusch, says this is because the focus has been more on families.
Kartusch also points to programs like the Signs of Safety.
Kartusch says community groups also help.
