Prince Edward County is moving ahead with plans to work with developers extending a 50% discount on development charges but will delay payment options to deter a potential Ontario Municipal Board challenge.
At a meeting Wednesday, the committee of the whole opted to heed Commissioner of Finance Susan Turnbull’s previous warning that without a 60-day background study, changes to the existing By-Law could be appealed to the OMB.
Mayor Robert Quaiff says now any party requiring a building permit issuance between March 6 and April 21, 2016 will be required to enter into a delayed payment agreement under section 27 of the Planning Act. Developers will pay their fees at half the price beginning April 21.
As of January 1, 2016, the province changed legislation forcing municipalities to complete a background study with public consultation before making changes to an existing By-Law.
