Belleville City Council has decided to move ahead with the reconstruction of Cloverleaf Drive in Ward Two, including city services. Belleville will begin the multi-million dollar project next spring. Council’s move includes local charges to recover the capital cost of installing water and sewer services. A recent survey by the city showed fifty-one percent of the residents in favour of the user-pay services. Twelve owners want to connect immediately. Councillor Jack Miller questioned the wisdom of counting on others to sign up in the future. But Director of Engineering and Development Rick Kester says the city is growing in that direction and it will only cost more to provide the services in the future.
