Fatalities may be linked to tavern

A Belleville woman killed on the 401 earlier this week, and the revocation of a local liquor license could be connected.
The Angry Beaver Bar at the corner of Wallbridge Loyalist Rd. and Vermilyea Rd. has been closed for a number of alleged violations relating to an incident on the night of the Superbowl.
Alcohol and Gaming spokesperson, Ab Campion, says there are five alleged violations that led to the interim suspension.
Campion adds that the A.G.C will also move to revoke the license of the Beaver Dam, a bar on the Belleville Waterfront, which operates under the same liquor license. Owners of the bar can appeal the revocation.
It is believed 23-year old Korin Howes, who died earlier this week, was at the Angry Beaver from 5:30 Sunday night to 9:30 Monday morning.
A short time later, Howes and a nursing student at Loyalist College were both killed in a head on crash on the 401.
A car going in the wrong direction near Aikins Rd. hit another car head-on.





Holding a liquor license comes with many responsibilities, and lots of accountability. Because someone thought they were above the responsibility, two women are dead, one of them completely innocent, their families have lost them forever. How many were traumatized when the driver going the wrong way almost hit them? The entire situation is senseless, and completely preventable. Pray for the families to find peace, and pray that everyone reading and listening won’t ever get in there own vehicles impaired. How many people have to die, before people get it?
Why should somebody’s business have to suffer because of someone else’s sheer carelessness and stupidity. If they let her leave while intoxicated I understand the liquor suspension. It’s just bad publicity for a business that could have never known someone would do such an irresponsible act.
My thoughts and prayers are with the families. Such a tragic accident that took two young lives. But…of course the owners of the bar are responsible. They stayed open after hours and allowed people to continue drinking knowing it’s against the law. They were probably all intoxicated and let her leave drunk. They drank all night of course they knew and didn’t care.
This article refers to a “belleville woman being killed”, which greatly offends me as this “Bellevile woman”, got into a car and killed an “Oshawa woman”, a beautiful, young, ambitious person, whose name was Shaina. This “accident” seems to be more if a case of a drunk driver killing an innocent person. Rest in peace, Shaina, you will be deeply missed.
It’s the law. When you hold a license under the AGCO, you are accountable. THEY SERVED HER until 9:30 am….that is 7 and a hours AFTER you are allowed to legally serve, and also an hour and a half before they can legally serve again. Bad publicity? Ya, for an establishment that broke the law. Learn why the business is accountable…lot’s of liquor license laws available available on the good ‘ole net. Oh, yeah, and when you are approved for a liquor license…they make sure you have a copy of them ALL.
It’s true that she chose to drink, but I can’t feel sorry for a business that violated so many laws.

They should suffer for serving alcohol past operation hours and letting this young women drive away!
The deeper they dig the more they will find on these horrible business owners. Let’s hope there bad HABBITS are finally brought public and put to the needed end.
The business should suffer, because with a liquor licence comes responsability,, All staff of any eating or alchohol establishment is required to have a Smart Serve certificate.. To obtain this certificate, you have to take a training course and write an exam.. So the establishment FULLY knew the responsibilities of serving to an intoxicated patron.. AS WELL their location, they should be VERY aware of how EVERY patron leaves.. its not like they are on the bus route or a short walk home.. I invite anyone to stop in there on a friday after work and see the swarms of contractors in there getting drunk and ALL preceed to drive home.. Irresponsible? Yes, on both sides.. the patrons AND the bar.. i for 1 ( and i know i am not alone ) Fine the owners out the ass, the wait staff too, and shut the place down.. Their neglagence resulted in the death of two people… and for what? So the bar could make a few more bucks off their sales instead of cut them off.. or perhaps a better tip……….
When they allowed her to stay after hours and drink until the early morning hours they made the decision they are now being punished for. This place should be shut down permanently, if your going to have a liscense to serve alcohol, you should abide by the rules set out and not cross the boundry of letting your staff drink while working and after hours. The angry beaver deserves EVERYTHING they get… A purely innocent life was lost due to THEIR reckless decisions. RIP Shaina xoxoxoxo
Shazbot apparently you missed the reason why the Angry Beaver had their license suspended. You are not allowed to server alcohol after 2am. HELLO. AND five alleged violations. The world is full of positions employment education etc that need checks and balances. Because the AGC is one of those checks and balances to make sure all places that serve alcohol and game are following the rules and regulations set in place you have a problem with it.
Heard she worked there hence being there 5:30 pm Sunday night an leaving 9:30 am Monday morning she was obviously with coworkers owners who had all been there doing the same thing ?? Sorry if I am wrong but seems a little crazy to be saying thy should keep there license when it is a law that you the establishment be considered responsible for her driving while under the Infulence ? If this was your child or family member you would not think twice about them having there license removed

Read the Liquor and Gaming Laws. It states that you are responible for ALL of your patrants in your establishment. Also they were serving alcohol past the 2am point, which is against the law. So I agree that the business is responsible and should pay for their lack of responsiblity….But at the end of the day, two families were ripped away from their daughters. I know both of the girls.
My question is why would she be at a bar from 5:30pm till 9:30 am? Bars close at 2:00am. So I think that bar def should be investigated.

THAT’S why somebody’s business has to suffer. They have last call for a reason. They stopped happy hours and drink giveaways in most places for a reason. Smartserve is in place to train servers to recognize the signs of intoxication and cut off service where necessary. If they, allegedly, broke all of these rules put in place for the safety of the public, then damn right they should suffer!
The Bar did know the girl, because she worked there, and they let her stay there all day and night and drink. It is the bar’s responsibility if they let somebody drink and drive.
@Shazbot If the owners/ manager of this buisness allowed one of thier employee’s to leave the establishment intoxicated at nine- thirty in the morning then that business is endangering the greater population. Any bad publicity is surely earned.
If these allegations prove correct, It is my hope that this buisness is never issued another liquor license. Incidents like this are why liquor licenses exist.
The business is kind of responsible in this incident as they stayed open late – past the legal time – and served alcohol – with that said, she chose to drive when she shouldn’t have. It’s a shame all around, and avoidable.

The business owners and partners are ALL responsible-they were serving after hours, for sure drugs are involved-those guys are known for it and I know first hand that they think they are invincible-they have been negligent before with the contracting business they have and they got away with it. They know “people” and have money and unfortunately this town can be bought…..they deserve to pay with thier lives as they allowed thier employee to leave there on who knows what and put so many people at risk and killed a completely innocent young woman-they would be singing a different tune if it was thier family????? Shazbot are you kidding me you idiot !!! Who kept giving her free drinks ? Why didn’t someone take her keys and call a cab ? What other drugs were they passing around? The place was a party house not a business . I’ve been by may times and people were still inside drinking long after business hours. Half of the staff have a DUI or have had them for these very reasons. They don’t deserve to have a business in this line of work. Stay home and drink and do drugs with your friends, don’t mix it with unsuspecting public and patrons. A liquor license is for serving people and knowing when enough is enough, not so you can have access to discount booze from the LCBO and drink it with all your friends. Are you serious Shazbot, Have you no knowledge of the SmartServe Certification program. Anyone who serves or handles alcohol in a licensed establishment in Ontario must be certified by Smart Serve. Go to SmartServe.ca and do some reading. Unfortunately these people and this establishment are responsible for patrons and staff that turn into patrons. The business was careless and stupid for allowing this person to become so intoxicated especially with the seemingly unending supply of alcohol. Would she have gotten this drunk at a home party? probably not and difficult to determine at this point but a business and a bartender shouldhave ow when to tell this girl, “You’ve had enough”
I’m confused. Are people assuming she was drunk? The article says she was there, but doesn’t say she was drinking? Also, it seems odd to vilify they bar, the owners and the staff without having all of the facts. While I am aware of the responsibility of those who hold a liquor license, I don’t think it is fair to make judgments before knowing exactly what went on. And, if it is in fact true, it certainly wouldn’t be the first time a local bar has stayed open past business hours.
If she was impaired (by drug, alcohol or fatigue), she still holds responsibility for her actions as well.
Unfortunately due to the fact that the AGC as well as the OPP will not release any information about if this is directly related to the case, we journalists cannot speculate that fact through reporting.
However if you put together the facts I think you will see that this story begins to weave itself for you. First of all she was an employee there and worked that night, second of all she did not leave until 9:30, strange that someone would stay so long at a bar even when it closes at 2am, and third she was driving in broad daylight against traffic. Now you’d either need to be drunk, on drugs, or suicidal to be doing something like that. And if she was suicidal I don’t think she would have made it as far as she did.
The facts make the case even if it can’t be said in plain text it is in plain sight. That is just my opinion though unfortunately until the facts present themselves, and they will very soon, I can’t say for sure how anything happened.
This is a horribly tragedy. This young woman should never have been allowed to leave that establishment under such a state of intoxication.
The owners of the bar are no less responsible than the owners of the resort in Huntsville who were all charged in connected with a vehicular homicide which resulted from their over serving a patron.
I trust the OPP will investigate and if need be, charge those responsible for letting that woman drink beyond the established hours and then drive.
Yes she lost her life and took an innocent with her….. but all who are accessories to this crime should pay for their involvement.

Bottom line, is that a 23 year old woman was irresponsible enough to consume copious amounts of alcohol and then CHOOSE to get behind the wheel of a vehicle and drive while impaired. SHE drove the wrong way on the 401, causing a collision, which tragically resulted in her death, and the death off another, innoncent person.
Although I agree that the bar should be under investigation, and should have their license revoked if it is proven they did not follow the liquour laws that are established, it does not change the fact that the RESPONSIBILITY of the collision is on the woman who chose to drive. How many times are we educated while we are young, and in the process of obtaining our license, about the dangers of drinking and driving?? How many programs was that young woman exposed to, that illustrated the consequences that her actions could have?! If at 23 you need someone to babysit you, and tell you that it is not a good idea to drive after drinking, then you shouldn’t have a license in the first place.
Whether they served her until the morning, or had cut her off at 2am, nobody held a gun to her head and forced her to drive. At 18 years old, you are deemed an “adult”. This means that you are responsible for your OWN actions, and the consequences that they have – this woman was 23 years old, and was an employee of the establishment, meaning that she herself, had been certified with the SmartServe program, and knew just as well as anyone else the risks she was taking by getting into that car. She exercised poor judgement, plain and simple, and tragically someone else, and their family, was forced to pay for her mistakes.
Our society needs to step up, and start placing the blame where it is deserved.
@ Confused – One must assume she was impaired in some way. One driving on the 401 in the wrong direction (for quite a distance) would figure out very quickly that they’re going the wrong way when cars are coming at her head on? Wouldn’t you think?
This is absolutely insane that it has taken the lives of two young women to raise awareness of reckless and dangerous behaviour of these two bar owners. Phil and Dave (beaver boys) have been breaking every single liquor infraction since the day they opened. Selling drugs ( cocaine, speed, trucker pills) to patrons and encouraging dangerous and drinking past the hours of 2 am. Their after parties are known by everyone in the city. The have made a ton of money off people and dont repsect or care about the lives of their patrons or staff. They should all be ciminally charged because they have caused the death of two women. There is a responsibility of our community to stop these drug/alcohol pushers from hurting anyone else. Both the angry beaver and beaver dam need to be shut down. Ive been at both establishmnets and seen first hand the owners dave and phil using drugs and giving drugs to others to keep the party going. they give free drinks and serve way past the point of intoxication. They drive home at the end of every night with copious amounts of drugs and alcohol in their own system aswell as their staff. Everyone knew what they were up too but nothing was done and now it is too late. How many people need to die before we take ownership of our community???????
You are right!!!!!! I know people will start coming out of the woodwork now and come frward to do the right thing. Those Owners have a reputation for their partying and dissregard for any laws or others. I have also seen the drugs being pushed through this estbalishment. The community does need to step up and take action against these owners. They have a resposibility to uphold and they have failed miserably and caused two young women to lose their lives..
I think this discussion should be closed. Let the families grieve from the tragic loss of two young and beautiful women. Today the family is saying goodbye to a daughter, sister, stepsister, cousin, neice, granddaughter and aunt. Please respect.
@numbnuts – But who’s to say what she was impaired by?! If she was extremely tired, is it still the bars fault? If she was high on drugs, is that still the bars fault?
If the bar violated their liquor license, give them a fine, shut them down for a certain amount of time, fine…but putting the blame on the bar/the owners is silly – at 23 years old, she made her choices.

I agree totally. The suspension of the LLBO license confirms the fact. Any of us who have ever drank too much knows there is a time when we ‘should’ have the conscience to know we cannot drive. The laws are clear about that.
For this woman to be so impaired 7 hours after the bar would have stopped serving her by law, and yet it appears she travelled from the bar to the 401….. was too intoxicated to realize her mistake, and killed another innocent woman suggests more liability exists here than just her error.
She has paid heavily for her error….. and so has another totally innocent young woman in the prime of her life. Perhaps she sat in her car and drank from her own source prior to this tragedy.
If so, the establishment will have their day in court to prove this. Wise officers would surely have examined her car for evidence of bottles, and checked the ditches along the road where she would have travelled.
The bottom line is crimes were committed and it appears that the LLBO has acted……. now it is the job of the QWOPP to see that justice is served.
@christine & @confused , there is a legal limit for driving a vehicle for a reason, once you are over that limit you judgement to make proper decisions is impaired. And she wouldn’t have her smart serve license if she was a cook in the kitchen. Smart serve training tells you once you serve someone to the point of drunkenness you are responsible for their actions until they are sober. If you one day grow up too and take the course you will learn that if I over served you and you went home and fell down your stairs because you were drunk I would still be responsible. The story does not state she was drunk , it states the police have not released the toxicology report for certain reasons. If she was sober they would of came right out and said she was sober. I’m guessing she was many times above the legal limit and they aren’t saying a thing until they have all their I’s dotted and their t’s crossed.
Wait and see not only will the tox reports come back with massive alcohol but way more, it is a known drug house and how wlse would you party till 9am!! The owners were there and partake in these late night early morning rituals as I have seen it first hand. I am sure Dave and Phil (along with the other silent owners) are making plans to leave town asap. Too bad for the Oshawa woman who had to lose her life. I say jail time and a massive lawsuit here. I have heard the owners are already turning against one another already.
@christine – all good points, but the problem with alcohol consumption is that all good sense goes out the window. Its tragic, and I know she is considered an “adult” but where was anybody else to make sure she got home safe? Too many people made too many bad choices – it seems the only truly innocent one in all of this is the poor young lady she hit. My thoughts and prayers to her family.
I’m not sure about the rest of you but I’ve personally drank extreme amounts of alcohol in my day and couldn’t imagine driving in that state BUT even imagine if you did try to…could you REALLY make it THAT far without crashing WAY before she did (assuming she was intoxicated) PLUS I can’t imagine EVER not understanding why there are cars coming directly at me…would you not realize at some point that something wasn’t right? I have a HUGE suspicion that there is A LOT more to this story that will be unraveling soon enough. And I totally agree that the owners should be losing EVERYTHING and held accountable 110%!

@Jim: Thank you for reminding everyone we have to stick with what facts we do have here and until the official, final report is given by the OPP, speculation and harsh words are just doing more damage to everyone involved.
The facts are very plainly painting a picture of what happened here and yes, there will be more details but unfortunately, we’ve all seen too many of these situations to realistically expect any other outcome from this besides the sad and tragic one we all became aware of on Monday morning.
There are many factors that will be involved in what led to the tragic morning crash – ALL ‘fault’ for this tragedy will not rest completely on one person. However, the very plain, most disturbing fact is two lives ended because one of those lives made a horribly selfish decision to drive recklessly. The other disturbing fact is it didn’t begin with that decision, it began long before that decision.
Let’s hope those that are supposed to be held responsible stand up and face this, no matter what the consequences are.
Most of all, let’s hope Shaina’s family and friend’s find peace as soon as is realistically possible in this situation. We all need to remember that Korin’s decision was her’s – not her family’s – and let’s hope they find peace as well.

I appreciate your comment. If one considers the commonalities between the act of crossing the bridge and making that turn onto the 401 ramp, it is very similar to the next bridge which then has ramps leading to Miora ?? (the street which leads to Montrose). We’re one intoxicated enough to make that mistake and actually get on that busy ramp, (which would be a miracle that they did not meet cars coming off the 401 – witnesses) the driver could mistake the centre barrier for the other known structure,… the train tracks running along Moira.
I am sure there are witnesses…. And I agree. Eventually the truth should be known.
